From what I've read elsewhere, the unit has the option of rolling the shirt collar inside and wearing the neckerchief over the opencollar. Is this accurate?
Yes, it is permissible for Scouts and Scouters to roll the shirt collar inward and wear the neckerchief in that way. Most Scouts and Scouters wearing a neckerchief, however, have opted to wear it the way that it is explained on the site's page.
